First, you need a circle punch. Any size you prefer. You need 2 pieces of cardstock, that are the same size and punch a circle in one piece:

Next, adhere a few strips of ribbon to your solid piece of cardstock to coordinate with the circle punch:

Then simply adhere the circle punched cardstock to the solid piece, making sure the circle window will allow view of the ribbon:

Add a piece of ribbon and a button or sentiment to complete your festive birthday card:
